Save the date: Forum on sub-national climate finance - 31 October 2018, Hanoi

Implementing climate actions necessitates multi-level governance. The Paris Agreement recognises that “the engagement of all levels of government in addressing climate change is pivotal to holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and to increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience”. 

Sub-national governments – including cities – in Vietnam have a critical role to play in ensuring the achievement of the goals set forth in the Vietnam Plan for Implementation of the Paris Agreement (PIPA). Through active national government support and directions, some local level authorities in Vietnam are now developing their climate action plans. These plans require financing and investments to deliver results.

To contribute to the capacity building for local authorities on planning and implementing local climate actions, UN-Habitat in association with the Department of Climate Change under the Ministry of Natural Resources and Environment (MONRE) is organising the forum "Improving Planning for Climate Finance and Investments for Climate Actions at the Local Level" in Hanoi on 31October 2018.

 

The objectives of the forum are:

  • To share Vietnam’s Plan for Implementation of the Paris Agreement and the role/s of cities/localities in achieving the results targeted in the plan.
  • To inform participants about resource mobilisation framework as well as share the landscape of climate finance and potential investments that may support city/local level action on resilience building through adaptation and mitigation/low emission development initiatives.
  • To identify issues as well as practical or strategic actions to address the issues in order for cities/local authorities to mobilize resources and finance for urban climate actions.
  • To discuss with cities/local authorities their current/emerging requirements and local priorities for climate financing and investments and conduct a “design sprint” for potential projects.
